SPRINTER Train Final Pre-Revenue Testing Begins
Frequency of SPRINTER vehicles to increase in all areas of operation
NCTD will commence the final phase of SPRINTER pre-revenue service operations on Monday, December. 10. This testing will allow train operators to simulate actual revenue service, timing and schedule. Full corridor testing from Escondido to Oceanside has already begun, however Monday will mark the first time full revenue operations at full operational speed are simulated.
Multiple trains will operate in the corridor during the same time, with 30-minute headways in each direction. Drivers throughout the corridor are cautioned to observe all railroad crossing signals during this expanded testing, as the frequency of vehicles in all areas of Sprinter operations will increase significantly.
The SPRINTER is a new passenger rail system that will extend 22 miles along the Highway 78 corridor, spanning the cities of Oceanside, Vista, San Marcos and Escondido. A total of 15 stations will be constructed with parking, access to other NCTD public transportation and passenger amenities. The current budget of $484.2 million includes right-of-way acquisition, engineering, design, construction, vehicle purchase and a 1.7-mile section of new right-of-way to serve the Cal State San Marcos campus. The SPRINTER is scheduled to begin full revenue service in January, 2008.

NCTD is offerings rides on this very special train for $3 per passenger, with all proceeds to be donated to North CountyÔø‡s Community Resource Center.
Due to the overwhelming popularity of SantaÔø‡s COASTER Express in 2006, NCTD is charging a reduced fare of $3 per passenger to effectively manage the crowds. This event is recommended for families with children between the ages of 3 and 10.

It will begin and end at the Oceanside Transit Center, where parking is plentiful. The train will travel south to the Del Mar area and then head north, returning to the Oceanside Transit Center to drop off passengers. The train will not stop at other COASTER stations to let passengers on or off.
Money raised from the $3 fare per person will go to support Community Resource Center, which has been a primary provider of comprehensive social services to the North County Coastal communities since 1979. For more information about Community Resource Center, visit www.communityresourcecenter.org.
"Community Resource Center is delighted to partner with North County Transit District on this yearÔø‡s Santa COASTER Express. We are deeply grateful to be the beneficiary of the $3,000 donation, which will provide vital support of our Holiday Baskets program for more than 1,000 families in need," says Laurin Pause, Executive Director of Community Resource Center. She adds that "the support of NCTD is especially significant considering the ripple effect the recent fires will have on low-income families in our community."

NCTD to Run Sunday Schedule Again for BREEZE Bus Service on Wednesday, October 24
COASTER and connection shuttles will operate normal weekday schedule
On Wednesday, October 24 NCTD will again operate a reduced level of service on the BREEZE bus network in North County, with most bus routes running on a Sunday schedule. In addition to routes cancelled that do not normally run on Sundays, the following routes will not operate: 308, 350 and 351. FAST will operate a reduced schedule and LIFT paratransit vehicles will only transport passengers for emergency purposes.
The COASTER commuter train will operate its normal weekday schedule from Oceanside to San Diego with 11 round trip trains. COASTER Connection routes serving Carlsbad (444, 445), Encinitas and Sorrento Valley will continue to operate.
Due to passenger demand, BREEZE route 302 will have fifteen minute frequencies on Wednesday. Passengers who typically rely on BREEZE route 350 can catch a special shuttle that will operate between Escondido Transit Center and North County Fair. This route will not travel along Escondido Blvd., Sunset or Bear Valley Parkway and therefore, no stops will be made in between the end points at Escondido Transit Center and North County Fair.
NCTD will operate this reduced level of service to comply with emergency calls to reduce unnecessary travel on local roads and highways. In addition, demand for services is expected to be light with many people in the area complying with voluntary and mandatory evacuation orders. Many school districts are announcing closures through the end of the week as local wildfires and poor air quality continue to threaten many communities.
NCTD will announce schedules for Thursday, October 25 when more information is known. Up to the minute details about NCTD services are posted on the homepage.

COASTER Adds Extra Trains for Saturday and Sunday Home Padres Games
Padres fans can now ride COASTER to reach Petco Park for all home games
In response to the popularity of the special COASTER trains that run for weeknight Padres home games, North County Transit District (NCTD) is adding additional Saturday and Sunday trains. These trains will only operate on Padres home game days and will be conveniently scheduled to allow fans to reach downtown San Diego to get to Petco Park. The addition of these trains will allow Padres fans to reach downtown San Diego on the COASTER for all Padres home games.
For Saturday home games that begin at 7:05 p.m., passengers should catch the regularly scheduled southbound train #656 that leaves Oceanside at 5:30 p.m. This train arrives in downtown San Diego at 6:30 p.m., making all stops along the COASTER route. The return northbound train for Saturday night games will depart 45 minutes after the final out of the game with an absolute departure time of 11:30 p.m. regardless of extra innings.
For Sunday home games that begin at 1:05 p.m., a special southbound train will leave Oceanside at 10:45 a.m. and arrive in downtown San Diego at approximately 11:45 a.m., making all stops along the COASTER route. The return train for Sunday afternoon games will depart 45 minutes after the final out of the game.
The COASTER will operate special schedules for the home Padres games scheduled on July 4, July 7 and July 8. On Independence Day, Wednesday, July 4 the Padres game begins at 6:05 p.m. All regular COASTER trains are cancelled on this holiday, but a special southbound train will depart Oceanside at 3:45 p.m. and arrive in downtown San Diego at approximately 4:45 p.m., making all stops along the COASTER route. The return trip (northbound) after the July 4 game will depart from downtown San Diego at 10 p.m.

To reach the ballpark, passengers should transfer at the Santa Fe Depot (downtown San Diego train station) to the San Diego Trolley Blue Line or Special Event line. Valid COASTER ticket holders transfer for free to the San Diego Trolley. When leaving Petco Park after the game, fans should validate their unused COASTER ticket at a validator on the Trolley's Gaslamp Quarter ticket trailer, which is good for a free Trolley ride to Santa Fe Depot. That validated COASTER ticket is also good for the return COASTER trip to North County.
The COASTER will continue to operate its late-night return train from downtown San Diego every Monday through Thursday evening for Padres home games. These trains depart downtown 45 minutes after the final out of the game with an absolute departure time of 11:30 p.m. regardless of extra innings. NCTD Memorial Day Weekend Schedule Announced
Joins Transit Agencies Across America in Observing Holiday
North County Transit District will again this year honor Americans who died while defending our nation this Memorial Day, Monday, May 28 during a National Moment of Remembrance. Along with other public transportation agencies across the nation, NCTD employees, including those operating in-service, will demonstrate support by pausing for a moment of silence at 3:00 p.m. local time.
Ôø‡This Memorial Day, NCTD staff and coach operators will slow down for a brief minute to pay respect to our nationÔø‡s military men and women who have given the ultimate sacrifice in service,Ôø‡ says NCTD Executive Director, Karen King. Ôø‡We are especially appreciative of our employees who are veterans or reservists and have dedicated their lives to serving our country.Ôø‡
On Memorial Day, all BREEZE buses will run a holiday, or Sunday, schedule and the COASTER commuter train and FAST buses will not operate. NCTD customer service windows will be closed on the holiday. BREEZE and FAST buses and COASTER trains will operate as scheduled on Saturday, May 26. BREEZE buses will operate normal Sunday schedules on Sunday, May 27.

NCTD and City of Vista Announce Joint Settlement on Impending SPRINTER Construction
In a move to insure continued progress on the SPRINTER construction project, the City of Vista and the North County Transit District (NCTD) today agreed to a settlement allowing work to proceed in the City.
NCTD has worked with the City to address concerns related to the SPRINTER light rail project in Vista. The agreement seeks to resolve contentions about sound attenuation measures on the SPRINTER project.
The City noted that the projectÔø‡s original EIR identified potential noise impacts at sites in Vista. The District conducted a follow-up study as stipulated in the EIR that demonstrated sound walls would not be needed due to the SPRINTERÔø‡s operating characteristics and the preexisting condition of freight trains operating at night in the corridor.
The City contended that public perception in Vista dating back to a previous settlement agreement with NCTD, included notions that sound attenuation measures would be part of SPRINTER construction in the city.
As part of the current agreement, if Vista wants to pursue further noise reduction measures, the District will work with them in potential impact areas. In addition, NCTD will assist the City with under-grounding of utilities along Escondido Avenue as well as street widening and street improvements in the area.
To move forward with the final phases of SPRINTER construction, the City and District agreed that NCTD will pay the City of Vista $2,225,000 to conclude the matter.
NCTD Executive Director Karen King commented about the settlement, Ôø‡I am pleased to announce this agreement with the City of Vista. With it, both NCTD and the City can move forward with completing the SPRINTER project and delivering this important transportation alternative to North County residents."
"We believe that this is an excellent agreement, which benefits not only both agencies, but also our constituents,Ôø‡ explained City Manager Rita Geldert. Ôø‡The City is able to look at how to reduce the noise impacts of the Sprinter and ensure that Escondido Avenue is reconstructed in the most timely manner possible.Ôø‡

Located just seven miles inland from the Pacific Ocean in northern San Diego County, the City of Vista has a perfect mild Mediterranean climate. Our 94,500 residents enjoy a wide range of year-round outdoor activities in a setting of gentle rolling hills and pleasant rural surroundings. With more than 25 educational institutions for Vista youth, and a business park that is home to nearly 650 companies, it is no wonder that Vista has been named one of the "50 Fabulous Places to Raise Your Family."

NCTD Announces Proactive Settlement Agreement with SPRINTER Contractor
Project to Stay On Course for December 2007 Start Up
The North County Transit DistrictÔø‡s Board of Directors today received a final settlement agreement between the SPRINTER light rail projectÔø‡s Main Line Contractor, West Coast Rail Constructors and the District. The agreement resolves outstanding delay and inefficiency issues resulting from various design modifications and redefines interim and completion project milestones.
Karen King, Executive Director of NCTD, signed the agreement supported by the Board and finalized today. Prior to the meeting King said Ôø‡After evaluating alternatives both parties felt it was in everyoneÔø‡s best interests to proactively address the issues and reach an agreement that benefits the project, NCTD and the Contractor.Ôø‡
The SPRINTER project encountered design-related issues requiring the Contractor to modify its work plan, thereby adding additional time and resource requirements to the project. The settlement agreement announced today calls for the claim value not to exceed $12.2 million. In addition, West Coast Rail has agreed to complete the remaining work under the original timeline for an additonal $3.3 million allowing the SPRINTER to meet its planned December 2007 service start date.
In similar regionally significant construction projects across California, parties are often locked in adversarial positions towards the end of construction, which preclude them from focusing all their energies on the completion of the project. NCTD proposed this proactive stance to divide risk between NCTD and West Coast Rail Constructors and allow the remaining work to proceed in accordance with a plan that facilitates meeting the original contract schedule. Settlement costs will not modify the current project budget of $484 million.

NCTD Teaches Older Americans How to Use Bus During Ôø‡Senior BREEZE SpreesÔø‡ Program
Senior Centers to offer free day trips during the month of May
In an effort to educate North County seniors about public transportation options, the North County Transit District (NCTD) and area senior centers have again partnered to coordinate the Senior BREEZE Sprees. The campaign aims to teach seniors how to use the BREEZE bus system through free day trips, scheduled from several senior centers.
NCTD is working with eight of North CountyÔø‡s most active senior centers to offer free day trips and make it fun to learn how to ride the bus. Senior Centers participating in the Senior BREEZE Sprees include Carlsbad, Encinitas, Escondido, Oceanside, San Marcos, Solana Beach, Vista and Del Mar Community Connections.
Seniors who participate in a day trip, or a Ôø‡spreeÔø‡, through their senior center will enjoy a day out and about to a fun destination such as a mall or casino. The day trips will begin and end at the senior center and will last approximately 4 hours. NCTDÔø‡s travel trainer will lead the group and answer questions along the way. Once on board the bus, the travel trainer will show first-hand how to purchase bus fare, read a riderÔø‡s guide, how to let the driver know when to stop the bus and more. Participants will learn all the ins and outs of riding the bus so as to take the fear out of the experience.
Ôø‡Many seniors have had to give up their cars or are ready to let someone else do the driving for them, but they arenÔø‡t sure what it takes to ride the bus,Ôø‡ says NCTD Travel Trainer Alana Burkett. Ôø‡Through the Senior BREEZE Sprees, seniors can learn in a fun group setting what it takes to catch the bus and how to navigate the system. IÔø‡ll show them how easy and affordable it can be to ride North CountyÔø‡s BREEZE bus system.Ôø‡
The Senior Center that recruits the most participants in their day trips will be honored with a traveling plaque and an award for introducing Ôø‡first-timersÔø‡ to the bus system. Seniors that participate in the day trip will be provided with a giveaway bag containing freebies, coupons and other literature about fun destinations they can reach using the bus.
The Senior BREEZE Sprees day trips schedule can be found here. Interested seniors can sign up for these free day trips at their senior center or can call the center for more information and to learn about specifics.
"Older Americans often feel as though they lose their freedom or independence when they have to stop driving," says San Marcos Senior Center Manager Georgeanne Woodward. "Learning how to use public transportation, such as the BREEZE bus system, can help our seniors stay active and maintain their mobility. The Senior BREEZE Sprees can show them how to use the bus in a non-threatening and fun environment."

North County Transit Options Lined Up for 2007 Padres Season
Get to Petco Park Using the COASTER Train or BREEZE Express Buses
North County Transit District (NCTD) is pleased to announce two transportation options for the 2007 San Diego Padres season at Petco Park. Padres fans can choose to take either the COASTER on weekdays or the BREEZE Express bus service on weekends.
COASTER
Padres fans can reach the ballpark stress-free and without traffic by riding the COASTER to downtown San Diego's Santa Fe Depot, then transferring for free to the San Diego Trolley (with a validated COASTER ticket) for the quick ride to the Gaslamp Quarter station. When leaving Petco Park after the game, fans can validate an unused COASTER ticket at a validator on the Trolley's Gaslamp Quarter ticket trailer, which is good for a free Trolley ride to Santa Fe Depot. That validated COASTER ticket is also good for the return COASTER trip to North County.
The COASTER special late-night return train from downtown San Diego will operate every Monday through Thursday evening for Padres home games played at Petco Park. These special trains will depart downtown 45 minutes after the final out of the game with an absolute departure time of 11:30 p.m. regardless of extra innings. For Friday night games, including this FridayÔø‡s home opener versus the Colorado Rockies, fans can catch the regularly scheduled Friday late night COASTER trains which depart Santa Fe Depot at 9:45 p.m. and 12:05 a.m. There will be no late night COASTER service for weekday afternoon games beginning at 12:35 p.m.
Regular COASTER fares start at $5.00 for 3-zone one-way travel and increase to $5.50 for 4-zone one-way trips. These fares include a transfer to the Trolley. Tickets are available at North County COASTER stations from ticket vending machines. Discounted COASTER fares are available for seniors (ages 60 or older) and persons with disabilities.
BREEZE Express Buses
BREEZE Express buses transport North County fans along coastal and inland routes for every Saturday and Sunday Padres home game. For Friday night games, Express buses serve the inland route locations as well.
The coastal BREEZE Express buses travel along the I-5 corridor and pick up passengers at the Oceanside Transit Center two hours and five minutes prior to game time; Plaza Camino Real two hours prior; La Costa Park & Ride one hour and forty minutes prior; and Birmingham Park & Ride one hour and twenty minutes prior.
The inland BREEZE Express buses travel along the I-15 corridor and pick up passengers at the Escondido Transit Center one hour and fifty five minutes prior to game time; Felicita Plaza one hour and forty five minutes prior; and Beethoven Park & Ride one and a half hours prior. Both routes arrive at Petco Park approximately forty minutes prior to game time and depart forty five minutes after the end of a game for the return trip.
The 2007 Padres BREEZE Express bus service is priced at $12.00 round trip and $6.00 one-way for adults. For youth (ages 12 and under) the round trip fare is $4.00 and one-way is $2.00. Exact fares are recommended (fare boxes do not dispense change) and must be deposited upon boarding. Fare boxes accept $1, $5, $10 and $20 bills. NCTD does not accept passes, transfers, trip tickets or reduced fares on the BREEZE Express buses. No open containers or consumption of alcoholic beverages will be allowed in accordance with California Vehicle Code sections 23221, 23223 and PUC section 5353(e) on all NCTD Express buses.
For the game on Independence Day, Wednesday, July 4 there will be no COASTER service. However, BREEZE Express buses will serve both the inland and coastal routes for the 6:05 p.m. game.
